The Program Manager will serve as the primary point of contact (POC) for all contractual communications and will have overarching responsibility for the successful execution of the contract. This role includes providing strategic oversight, resolving issues, and ensuring that all contractual obligations are met in coordination with the National Credit Union Administration (NCUA).
The ideal candidate is a decisive leader with extensive experience managing federal IT programs, who can manage cross-functional teams and align project outcomes with agency goals and expectations.
Serve as the Contractor’s representative responsible for resolving all contract-related issues, concerns, or problems.
Maintain proactive and responsive communication with the NCUA, including timely updates on contract status, issues, and risk mitigation efforts.
Provide leadership and direction to all program activities, including planning, execution, and monitoring.
Develop and manage the program charter, work plan, and communication strategy.
Track and report progress using performance metrics, manage program budget, and ensure deliverables meet quality and compliance standards.
Identify risks and develop mitigation strategies to ensure project success.
Build and lead high-performing work teams, assign tasks, monitor performance, and provide technical and managerial guidance.
Ensure technical support and guidance for complex application features and systems architecture.
Oversee the achievement of program objectives, including performance, revenue, and profitability.
Education: Bachelor's degree in Computer Science, Information Science, Information Systems Management, Math, Statistics, Operations Research, Engineering, or a related field.
Experience: Minimum 10 years of experience managing federal IT programs.
Certification: PMP (Project Management Professional) certification required.
Proven experience designing, planning, and coordinating IT work teams and programs.
Strong understanding of business and technical aspects of program management.
Exceptional communication, leadership, and problem-solving skills.
Demonstrated ability to manage stakeholder expectations and negotiate for resources.
