Requirements Analyst - Scrum Master

We are seeking a Requirements Analyst with Scrum Master experience to support enterprise IT projects by gathering and documenting business and technical requirements, facilitating Agile ceremonies, and ensuring alignment between stakeholders and development teams. The ideal candidate is equally comfortable eliciting requirements from business users and guiding teams through the Agile delivery lifecycle.

This role bridges business analysis and agile delivery, ensuring requirements are accurate, prioritized, and validated, while also promoting team productivity, removing impediments, and reinforcing Scrum values.


Key Responsibilities

Requirements Analysis & Documentation

  • Engage with business stakeholders, end-users, and technical teams to gather, analyze, and document requirements.
  • Develop user stories, acceptance criteria, process flows, use cases, and traceability matrices.
  • Support backlog grooming by refining and prioritizing requirements in collaboration with Product Owners.
  • Ensure requirements align with organizational objectives, compliance standards, and technical feasibility.
  • Maintain documentation in approved repositories (e.g., SharePoint, JIRA, Confluence, OneStop).

Scrum Master / Agile Facilitation

  • Serve as Scrum Master for one or more Agile teams, facilitating daily stand-ups, sprint planning, backlog refinement, sprint reviews, and retrospectives.
  • Promote Agile best practices and coach team members on effective Scrum principles.
  • Work closely with Product Owners to ensure backlog items are well-defined and ready for development.
  • Identify and remove impediments to team progress, escalating when necessary.
  • Track metrics (velocity, burndown charts, SLA adherence) and provide transparency to stakeholders.

Collaboration & Compliance

  • Partner with developers, testers, and architects to ensure requirements are testable, traceable, and validated.
  • Support user acceptance testing (UAT) and coordinate defect tracking and resolution.
  • Ensure all requirements and project documentation meet SDLC, security, and federal compliance standards (e.g., Section 508, FISMA, NIST).
  • Contribute to continuous improvement by documenting lessons learned and proposing process enhancements.

Required Qualifications

  • Bachelor’s degree in Business, Information Systems, Computer Science, or related field, or equivalent experience.
  • 5+ years of experience as a Business Analyst or Requirements Analyst.
  • 2+ years of experience as a Scrum Master or Agile facilitator.
  • Strong experience developing user stories, acceptance criteria, and backlog artifacts.
  • Hands-on experience with Agile project management tools (e.g., JIRA, Azure DevOps, Rally, or Trello).
  • Knowledge of process modeling, data flows, and requirements traceability.
  • Familiarity with federal IT compliance (Section 508, NIST, FISMA) and documentation practices.
  • Excellent facilitation, communication, and stakeholder management skills.
